The final report of the HLP on Digital Cooperation explores the question how digital technologies can help in the realisation of the sustainable development goals. Amongst other things, it explores the complex relationship between technologies, individuals and societies, identifies the gaps in the existing mechanisms of digital cooperation and suggests three models of digital cooperation, namely, the IGF Plus, COGOV, and Digital Commons Architecture which could address these gaps. The report also provides a set of five recommendations on how to deal with the impact of digitalisation felt across industries, sectors, organisations communities and societies.

The five recommendations are on the subject of:

1. Inclusive digital economy and society

2. Human and institutional capacity

3. Human rights and human agency

4. Trust, security and stability

5. Global digital cooperation
