IPU Resolution: 'Democracy in the Digital Era and the Threat to Privacy and Individual Freedoms'

The IPU Resolution (21 October 2015) provides a broad framework for digital policy. It introduces two new developments in the global digital policy:

- Operational paragraph 3 underscores that legislation regarding surveillance must be based, inter alia, on the principles of necessity and proportionality. It is the first example when a global state institutions adopts these principles officially.

- Operational paragraph 4 calls for upholding the principle of net neutrality as one of the first explicit references to the princple of net neutrality of a global state institution.
