The Nairobi Manifesto underlines that the digital economy is a fast growing sector in Africa. However, a number of underlying problems such as the relatively small number of Internet users, large segments of the population that remain unbanked or simply without a postal address need to be addressed. Partlicipants at the conference in Nairobi addressed the aforementioned issues and outlined a set of policy reccomendations on a variety of topics including e-commerce readiness assessment and strategy formulation, ICT infrastructure and services, payment solutions, access to financing, women empowerment, and the like.
