Don’t Panic: Making progress on the “going dark” debate

The report analyses the ‘going dark’ metaphor used by law enforcement agencies to describe their operating landscape characterised by new forms of encryption introduced into products and services. It argues that, while encryption technologies impedes government surveillance under certain circumstances, the combination of technological developments and market forces is likely to ensure that the government will gain new opportunities to gather critical information from surveillance.
