The Steering Committee on Media and Information Society (CDMSI) of the Council of Europe invites public comment on two draft texts prepared by its subordinate bodies with a view to be adopted by the Committee of Ministers in early 2018.

The draft recommendation of the Committee of Ministers to member states on the roles and responsibilities of Internet intermediaries includes several guidelines on the protection and promotion of human rights and fundamental freedoms with regard to Internet intermediaries. The draft was prepared by the Committee of Experts on Internet Intermediaries, which will meet in September to review comments received and finalise the draft before its review by the CDMSI in December.

The draft recommendation of the Committee of Ministers to member states on media pluralism and transparency of media ownership outlines recommendations covering issues such as the creation of a favourable environment for freedom of expression and media freedom, media pluralism and diversity of media content, and regulation of media ownership. The draft was prepared by the Committee of Experts on Media Pluralism and Transparency of Media Ownership, which will review the comments and prepare a final draft at its meeting in September.
