The Body of European Regulators for Electronic Communications (BEREC) is an independent entity established with the aim to assist regulatory authorities in EU member states, as well as the European Commission, in implementing the EU regulatory framework on electronic communications. It is composed of representatives of the national regulatory authorities in the field of electronic communications from all EU member states.

BEREC’s activities focus on three main areas: promoting competition and investment, promoting the EU digital single market, and empowering and protecting end-users of electronic communications services. These activities include: elaboration of guidelines, methodologies and best practices regarding the implementation of the EU legislation in the area of electronic communications; providing assistance to national regulators, when requested; and delivering opinions and providing advice to EU institutions on policies and legislation covering the field of electronic communications.

Some of the specific issues tackled by BEREC in its work include: network neutrality, universal access, Internet of Things, and market competition in the telecom sector.
